I felt the same when driving across to the Mersey Tunnel from Hope St.
A sense of 'bustle' is created by lightweight traffic (not buses!). The area of the city that could become vehicle free should respond to the amenities that visitors are travelling to. Liverpool One does this well currently but it breaks down once you start to spread across the city, in any direction.
Also, there is no provision for cyclists, anywhere!
